Info from Licensor: "Most of the houses in Austin, Texas have cute Halloween decorations. But this one homeowner decided to really scare the kids by recreating the famous scene in the hit movie 'IT'. Each day the homeowner puts a new red balloon in the storm drain outside his house. But below inside the storm drain is a scary clown. Many people are stopping at taking photos with the Halloween decoration it has become quite the local attraction."
